The activities proposed under this chapter were all based on a similar scheme: working sessions. Participants worked on adapting guidance material to their local/regional context. The objective was to customise the material rather than develop a new text. The activities that took place, are presented below.
PAN-Ops procedures approval guidance material
In close cooperation with the ICAO AFI Flight Procedure Programme (AFPP), a working group was created to develop guidance material on Flight Procedure Approval. Experts from the Civil Aviation Authorities of Nigeria, Mauritania, Cameroun and Kenya, together with the ICAO AFPP Manager and EASA experts, met three times in Dakar, Senegal where the guidance material was developed and finalised. Flight Ops Inspectors Guidance Material
Several RSOOs expressed the difficulty of recruiting pilots and training them to become Flight OPS inspectors. In order to facilitate this process, some assistance was requested in the development of guidance material. However, in May 2014 ICAO produced a handbook in this domain. The steering committee meeting of mid-2014 decided to discontinue this activity to avoid duplication. The handbook produced by ICAO can be found by clicking on the following link: .
Based on the European Commission Implementing Regulations (EU) N°1034/2011 and 1035/2011A, a regulation proposal on Air Navigation Service Provider (ANSP) oversight was developed in the context of the AAMAC/ASECNA States. The working group was composed of experts from the Civil Aviation Authorities of Côte d’Ivoire, Congo (Brazzaville), Mauritania, Burkina Faso, Senegal, Gabon, Comoros and Chad as well as representatives from ASECNA and EASA experts.
The draft regulation was produced in French and translated into English; both versions can be accessed here. Awareness raising sessions (see trainings) were organised to share this work with other regions in Sub-Saharan Africa.
